Date Rape just a Lover’s Quarrel?

The former cabinet minister - now a senior Tory party adviser - suggested rape accusations made by women against their partners should be treated as “disagreements” between lovers.”
Over the past few months I’ve started to notice a disturbing trend. It doesn’t seem like rape is a punishable offense anymore. Men seem to get off with just a slap on the wrist and told “you understand that you did a naughty thing right? I’m going to let you off with a warning this time, try not to do it again.”
Does this man not realize (or maybe he just doesn’t care) that a very high percentage of rapes are committed by someone the victim knows. Maybe that’s the point, keep putting stipulations on it until you can say that rape doesn’t really happen anymore.
It’s probably just because I’m a hairy legged man-hating feminist, but in my opinion, a lovers quarrel is verbal only. No one gets hit, no one gets beaten and certainly now one get raped.
I guess we’ll also have to start excusing murder between friends as just an argument as well? They pissed me off, I wanted to kill them, they disagreed, I won the argument.
